The Minister for Transport, Séamus Brennan T.D. announced on Monday, 26th July 2004 the appointment of Mr. Gerard Deering as National Taxi Regulator. Mr. Deering took up the role of Chairman of the independent Commission for Taxi Regulation in September 2004
The Commission was established in September on a full statutory basis under the Taxi Regulation Act (2003). Already under this legislation, a National Taxi Council, headed by former Garda Commissioner, Mr. Pat Byrne, has been established to advise and make recommendations to the Regulator and the Minister in relation to regulations, standards and codes of practice in the industry.
Mr. Deering (44), a native of Co. Carlow, was selected after a public competition and was recommended to the Minister by the Civil Service and Local Appointments Commission. Prior thereto Mr. Deering worked as Director of Community and Enterprise, Economic Development and Environment with Carlow County Council. During his career Mr. Deering has worked in the commercial, local development and local government sectors. He has been responsible for devising, resourcing and implementing a range of local authority and wider community projects. Mr. Deering said that a well-regulated taxi sector can provide a quality, efficient and competitive service for customers while protecting and fostering growth for the livelihood of service providers. He added: "I see independence, fairness and innovation and pro-activity as the benchmarks in carrying out this function. Communications is the key and I will be working in consultation with all stakeholders to ensure the highest possible standards are achieved for the benefit of everyone".
